Abstract : Power and Water plants are considered to be one of the essential industries for the population and the economy of KSA. Looking after its safety will not only serve employees, protection of assets and business growth but will also serve supply and demand for power and water to the nation. Recent statistics show a high number of occupational accidents to the overall industries as well as the power and water sector. Data and available information generated from root cause analysis as well as recent studies show that poor safety culture is one of these factors that led to these incidents and in some cases catastrophic accidents. GOSI has published the 2018 report which indicates 36,855 reported injuries for overall and 409 cases only for the power and water sector. The estimated compensation cost resulted from reported injuries is 1 billion SAR. Thus, the overall objective is conducting a field study identifying the root causes behind the weak safety culture and then develop an effective multifaceted intervention program to improve the safety culture at the power and water plant. The thesis provides details of the research project, which addresses the overall and specific objectives. A mixed method was adopted by combining both quantitative approach (safety climate survey which contains eight factors) method and qualitative approach (workshops, face to face interviews, data gathered, site inspection and visits). The instrument which has been used is a safety climate tool designed and developed by the Health and Safety Laboratory in the UK. Besides that, tool (survey), we have conducted site visits, workshops, face to face interviews, data gathered along with shreds of evidence which provided the researcher enough information that provided us the basis of this research. The literature identified several safety cultures models that are used to the developed effective multifaceted intervention program. The best model that fits for current research was Geller model 1994 (Total Safety Culture Model) which consisted of 3 main factors Person, Practice, and Environment. The model has been modified and upgraded by adding leadership and sustainability factors. The multifaceted intervention program was developed with the participation of employees and was established under the five safety culture model factors (People, Practices, Environment, Leadership, and sustainability). This approach gives each program within the multifaceted programs the capability to be dynamic and influencing each other for better implementation and improvement. The result shows an improvement in all eight factors of Safety Climate Tool as before the intervention program only three factors were above the HSL benchmark average score. However, after the program all eight factors exceeded the HSL benchmark average score except health and safety’ oriented behaviors improved without exceeding the HSL benchmark average score. The overall results of the research shall offer insight into a better understanding of safety culture issues in power and water plants. However, even though the intervention program was successful in improving the safety climate results, but the research recommends that in the future, to be also included in the assessment process to evaluate the quality of the deliverables and also to identify the impact of different intervention activities.
